I checked another .onion site, https://3g2upl4pq6kufc4m.onion/ (which is the duckduckgo search engine) and it is working fine. My guess is that TOR Browser is now actively blocking TPB’s onion site since it was working just prior to the update.

However, based on my limited understanding of iOS development, using WebKit is only a limitation for putting your app on the App Store, and not a technical one.
